On either side of the image stand the representation of Labor in a man holding a shovel and the representation of Vigilance in an armored woman holding a spear. Below is the Latin phrase PAX ET CONCORDIA INVIDIAM PEDIBUS CALCANT which means “peace and harmony are envied and trampled".
